Montenegro's National Action Plan (NAP) for the implementation of the LBS Protocol and its Regional Plans in the framework of the SAP/MED with the aim to achieve good environmental status for pollution related EcAp ecological objectives constitutes a review of the National Action Plan against pollution from land-based sources which was developed in the framework of SAP/MED implementation in 2005.

The legal basis for the NAP update is provided in: the Convention for the Protection of the Marine Environment and the Coastal Region of the Mediterranean, as amended in 1995 - Barcelona Convention 4 related protocols that are ratified in Montenegro by the Law on ratification of the Convention for the Protection of the Marine Environment and the Coastal Region of the Mediterranean; Protocol concerning Cooperation in Preventing Pollution from Ships and, in Cases of Emergency, Combating Pollution of the Mediterranean Sea; Protocol for the Protection of the Mediterranean Sea against Pollution from Land-Based Sources and Activities; Protocol concerning Specially Protected Areas and Biological Diversity in the Mediterranean; Protocol on the Prevention of Pollution of the Mediterranean Sea by Transboundary Movements of Hazardous Wastes and their Disposal (Official Gazette of Montenegro 64/07 of 22/10/2007), as well as in the Protocol on Integrated Coastal Zone Management (ICZM), ratified by Montenegro in 2011.

The updated NAP contains a proposal of priority investment projects, needs in terms of capacity building, and a plan for monitoring and reporting on the fulfilment of objectives and implementation of set measures.
